The Parliamentary Under-Secretary of State for Air (Commons)  is the Vice President of the Air Council. 

He is Chairman of the Standing Committees of the Air Council on the Empire Training Scheme and the Air Training Corps and supervises on behalf of the Secretary of State, the progress of the Air Training Corps scheme.

He assists the Secretary of State in matters of policy arising in connection with home and overseas training generally, and is available for consultation by the Air Member for Training and other Members of the Air Council on the political aspect of personnel administration (other then welfare and educational questions).

He has special responsibility to the Secretary of State, in conjunction with the Air Member of Training and the Chief Inspector of Accidents, for matters arising in connection with accident investigation and prevention.

He is responsible to the Secretary of State, for the Direction of civil aviation policy. (d) are referred to him as necessary.

At any time, either of the Parliamentary Under Secretaries of State may act for the other.

The Parliamentary Under-Secretary of State for Air (Lords) represents the Air Ministry in the House of Lords. 

He is especially responsible, on behalf of the Secretary of State, for question arising in connection with the progress of the works programme, including requisitioning of land and buildings, selection of sites and the provision of labour, equipment and material.

Questions of policy arising in connection with contracts that may be referred to him.

He is concerned, on the Secretary of State's behalf, with welfare and education questions and is available for consultation on questions of publicity and propaganda

Matters of policy arising in connection with the administration of the Royal Observer Corps. and the work of the Meteorological Office may also be referred to him.

At any time, either of the Parliamentary Under Secretaries of State may act for the other.

The Parliamentary Under-Secretary of State for Air is the Vice President of the Air Council.  He is the representative of the Air Ministry in the House of Commons, and replies to Parliamentary Questions in that house will be referred to him in the first instance.

US of S undertakes such further duties as are allotted to him from time to time by the Secretary of State.  In particular he his available for consultation by Members of Council on the political aspects of personnel administration (including welfare, release and rehabilitation) and training, on publicity questions, and on questions arising in connection with works services, the acquisition and de-requisition of land and buildings, contracts, and with the work of the Meteorological Office.

On behalf of the Secretary of State he has a special responsibility, in conjunction with Members of Council concerned and the Chief Inspector of Accidents, for matters arising in connection with accident investigation and prevention.

The US of S is Chairman of the Standing Committees of the Air Council dealing with the following subjects: -

  • Empire Training Scheme
  • Air Training Corps
  • Educational and Vocational Training
  • Educational Services
  • Morale and Welfare in the Far East
  • RAF War Memorials
  • Films

He is also Chairman of the London Air Transport Priorities Board

With other Members of Council he assists in discharging the quasi-judicial functions of the Air Council, ie consideration of appeals by officers under the Air Force Act and review of certain Courts Martial. Cases arising under Air Ministry Memorandum No S61141/S7 (d) are referred to him as necessary.

Post War Planning Executive (PWPE)

A standing committee of the Air Council, consisting of AMP, AMSO, AMT, VCAS and PUS has been constituted, to supervise, co-ordinate and direct the post-war planning of the RAF

The Planning Executive had been appointed to assist this Committee by: -

  1. Surveying problems involved in the organisation and constitution of the Post War RAF

  2. Keeping in touch with and advising upon departmental studies so as to ensure that they advance as required, having regard to approved priorities; that they are consistent with the general plan as it develops; and that rulings are obtained on matters of principle when such are necessary for further progress.
