"This officer is on the ground engineer staff and for the past six years has rendered service of high merit. His zeal and diligence, combined with all the attributes of a good staff officer, have resulted in a valuable contribution to the results achieved by the maintenance organization of the Command. He has put forth untiring efforts from which successful results have been obtained."
