OUTHWAITE, John Arthur Stephen, W/C (24192, Royal Air Force) - Headquarters, Flying Training Command - awarded as per London Gazette dated 1 January 1943.

"This officer is on the ground engineer staff and for the past six years has rendered service of high merit.  His zeal and diligence, combined with all the attributes of a good staff officer, have resulted in a valuable contribution to the results achieved by the maintenance organization of the Command.  He has put forth untiring efforts from which successful results have been obtained."
