It was formed on 15 July 1936 by renumbering No 406 (Fleet Spotter Reconnaissance) Flight equipped with a single Fairey IIIF and two Ospreys.

With the return of HMS Emerald and Enterprise to the UK for refits, the flight ceased to operate the Seafox. HMS Manchester arrived in October 1938 with three Walruses.
